Ghost of Christmas Present

Why did the ghost, that resembled Father Christmas, state these words to Ebenezer, "they had better do it, and decrease the surplus population"?

He said it because Ebenezer Scrooge was worried that Tiny Tim was going to die and he always said it to the people who collected money for the poor.

because scrooge said it about the poor to the money collecters then the ghost quoted him because he asked if tiny tim was going to die.

He said that because Scrooge had said that to people collecting money for the sick.

He said it because Scrooge was concerned that Tim was going die,but when the people that were collecting money for the sick asked Scrooge for money,that was all he said.
